Normally, you hear a female voice at the menu screens. The recently-posted VMS file adds Sonic speaking the menu titles in English, and Robotnik speaking in Japanese. The voice sounds like Sonic's Japanese actor simply speaking in English, although it doesn't sound all that bad. You can download a WAV file of Sonic saying: "Select your character!" over at The Sonic Zone. It's only 17K, give it a shot. (I resist stealing the file and uploading it myself on the grounds that they probably wouldn't appreciate it...)
Moreover, you need 12 blocks of space on your VMS to save your score (to upload and have the opportunity to download the sound file) and another 3 to save the new voice data.
